 To all Starfleet officers of Lotus Fleet,


As of Stardate 88662.3, Lotus Fleet Command division of Starfleet has been ordered to support reconstruction and deployement of the fleet with all available officers and ships that can be put into service. The demands on a fleet still reeling from the Borg Invasion and the Azimuth Horizon threat while having mounting tension on the Klingon border, the Romulan Neutral Zone and the Gamma Quadrant, as well as within Cardassian, Kzinti and Ferengi Space, requires immediate drastic measures to quickly allow Starfleet to respond effectively.

Effective immediately, all ranked officers judged fit for command duties will be allowed the following opportunities:



Lieutenant Junior Grade

Shuttlecraft type XI leading a JOC mission. Most short range and short duration or low priority missions, like scouting, supplying and small transport or operation duties, should be handled by such JOC operations whenever possible. Long range shuttlecrafts are easily available and replaceable, require minimum maintenance and personnel and cannot cause significant problems in case of command errors. Furthermore, they will prove practical training and testing ground for future captains.


Lieutenant 

May captain JOC mission or any of the following:

USS MacKenzie, Defiant class escort vessel
USS Polaris, Aquarius class,  flagship escort vessel (if left available by current commanding officer)
USS Umqua, Nova class short range science vessel (recommissionned)

Currently, such a command position would be the only one available to Lieutenant Aron'Son, returning medical Lieutenant Julian Carter and Lieutenant Jonathan X. Livingstone (who already confirmed that he will not take this opportunity in order to stay as Science chief of the USS Phoenix) as our currently active duty officers of adequate rank.

To Lotus Fleet Command: if Lieutenant Sorripto returns to active duty, he will not be allowed to any command position, including JOC, until at least two terms/missions has been performed, including one as department head and at least one other as an assistant, to the complete satisfaction of Lotus Fleet Command.


Lieutenant Commander

May captain a JOC mission or any of the ships listed above, or any of the additionnal following:

USS Wisconsin, Nebula class multitask support vessel currently configured for supply and rescue
USS Republic, Excelsior class, long range patrol vessel (refitted)
USS Pittsburg, New Orleans class, assigned as escort and diplomatic ship in the Kzinti sector

USS Alsea, Prometheus class, special opportunity: As department head, an officer of at least Lieutenant Commander rank may take command of a section of the USS Alsea captained by a higher ranking officer (there are two such sub-command positions available on the Alsea; the main section must be under the command of a Commander or above officer). Each section might then be sent on a separate sub-mission regarding an overall mission.

Currently, Lieutenant Commander S'Tan Solius and Lieutenant Commander Elisha Leone are the officers on active duty roster eligible for such a command.


Commander

May captain as officially recognized Acting Captains of any class of starship available in Lotus Fleet's current roster, including all the ones listed above and the following:

USS Lotus, Intrepid class short range patrol vessel (recommissionned)
USS Spectre, Akira class multitask support vessel, currently configured for combat
USS Alsea, Prometheus class warship

Currently, Commander Neil S. Redding, Commander Joshua W. Riker, Commander David Rogers and Commander Jureth Oseno are the active officers of adequate rank to postulate for such a command. Commander Jureth Oseno may retain his command of the USS Polaris if so desired. He may be confirmed as Captain of Tactical Operations if assigned specific mission away from the USS Horizon; or he may choose to postulate for command of another vessel among those listed above as per any other officer of Commander rank, leaving command of the Polaris.

Academy commandant Josh Vincent remains in command of the Academy ship USS Aurora, Nebula class, for the specific duties of Lotus Fleet Academy.


Captain

Captain Syntron remains in command of the USS Phoenix.

Captain Kheren remains in command of the USS Horizon but will be assigned later in the year to a new command (details classified). This then will open the captain seat of the flagship to the following officers by order of priority;

1- Commander Neil S. Redding
2- Commander Jureth Oseno
3- Captain Syntron

Captains returning to active duty may, if they request so, resume command of any available ship, with recognized priority for their originaly assigned ship, upon approval by Lotus Fleet Command (i.e. Meeting all necessary requirements for RP captaincy this season; see RP requirements for command in the post: New RP Season: The Big Chair):

Captain Daniel Crist (USS McKenzie)
Captain Daniel Summers (USS Spectre)
Captain V'Rell Gould (USS Lotus)
Commander Felez Connora'tu (USS Lotus) who will then be promoted to the rank of Captain.
